Product undelivered even after 16days and seller isn't taking accountability

Hello,
I had ordered a Top from an Instagram seller - Plus Size Thrift on 20th August and had paid Rs 999 from Googlepay.
Till date I haven't received the product and even after repeated follow ups 2ith the seller I have got no definite answer.
The owner didn't share ny receipt or tracking id with me. After asking multiple times she gave a tracking id which was invalid and didn't have any status.
I confronted her and she said that it might be a technical glitch. I have asked her to share the tracking code again and again but got no response. I asked herto process the refund since she has failed to provide any detail but she hasn't agreed to that also.
This is very unprofessional and irresponsible behaviour from this vendor. I want to file a complaint for refund. I have the screenshots of all the conversations on instagram aswell as whatsapp along with payment receipt of Googlepay
