cheating and misbehaving at CNG station

This in reference to unpleasant incident that happened with me on 24.05.22 (0700 Hrs) while getting CNG gas filled in my vehicle at Indian Oil Petrol Pump at Hari Nagar Ghanta Ghar. The sequence of events is as follows.

 I placed my vehicle at CNG dispensing unit for gas filling.
 The operator (Sh Sandeep Singh) connected nozzle to my vehicle and pressed the start button to start CNG filling.
 The machine did not start and he tried once again but the machine did not start.
 He removed nozzle from vehicle and talked to his colleague about persistent defect in the machine.
 He again attached the nozzle to my vehicle and attempted to start the machine. It again did not start. He disconnected the nozzle from my vehicle and the reading at machine was still showing zero. He directed the nozzle upwards (in the air) and pressed start button. There was instant flow of gas in air with loud whistling sound. When I questioned his act of checking machine in this manner, he arrogantly said “I am draining air”. In this act the meter of machine started from zero and stopped at approximately Rs. 45/=. It is to be noted that the meter started and stopped while nozzle was not connected to my vehicle.
 Thereafter he asked me to take my vehicle back and place it near another dispensing unit. There he filled the gas and final amount was Rs. 344/=.
 Thereafter he asked me to pay for both the amount i.e 45/= as well as 344/=. When I asked him about reason for asking Rs 44/= , he very arrogantly told me that the gas has been filled in my vehicle. I pointed out that in the first attempt the meter did not run while connected to my vehicle and had only run while he was discharging gas in the air. I asked him to call his senior and one Mr. Amit came and asked him to deduct amount even without listening to my side of argument. I tried my level best to explain him events but he was kind of threateningly asked me to pay the complete bill.
 I did not have enough time to argue, paid the total bill (45+344) and asked for complaint register. Subsequently I wrote my complaint on register (photograph taken is attached).
 Thereafter I noticed Mr. Sandeep and Amit having argument at the filling point, probably about my case.
In view of above, I not only feel cheated but surprised to see that the Petrol Pump staff is careless (releasing/testing CNG flow in open air near vehicle) and moreover fleecing customer without providing service. I do understand that there was loss of CNG gas while doing incorrect testing but it surely cannot be charged from me.
I very regretfully write this letter in the hope that such malpractices by unscrupulous persons is immediately checked and necessary action is taken.
 In order to sum up my concerns following are repeated
 When the staff was aware that machine is defective why were they using it?
 Why did he test CNG flow in open air near vehicle? Is it permissible as Safe and Standard procedure / I would urge you too go through “CCTV FOOTAGE” to see it yourself?
 Was it right to charge me for gas which did not go into my vehicle?
 Most IMPORTANTLY, it the image and reputation of Indian Oil and IGL which is being compromised by such incident
I hope this letter is not thrown into dustbin and some is done.
I expect to be informed about progress in the case.
