Complaint Against Wrong Charges on Final Bill, NBPDCL (NORTH BIHAR POWER DISTRIBUTION COMPANY LTD)

I would like to bring in your notice that the last bill generated of NBPDCL CA NO 400347552 on Actual meter reading was on 23.05.18 of Rs 3961/- of 296 units and after that on 21.02.19 of Rs 8302/- of 3269 units.
In between,all months bill was based on average rmeter eading and the reason stated is premise lock even when the premise was not locked and my family stayed there itself. Also,my contact number is there in the customer record and even before may 2018 and after jan 2019, i have received calls from NBPDCL representatives for meter reading but in between may 2018 and june 2019, i have not been contacted also by NBPDCL. Also, i have made a payment between 25.05.2018 and 31.12.2018 based on average billing and suddenly on 21.02.19 meter reading has been done and based on that bill of Rs 8302/- has been generated of 3269 units for which i have complained but no proper resolution was given by NBPDCL. Now,again the march bill has generated on 20.03.19 based on average meter reading.
I would like to state that due to the problem discussed above,i have been charged more for the units consumed and am facing a lot of issue to pay the sudden increased bill and request you to provide a proper resolution of the above issue so that the charges can be correctly adjusted and i can be provided adequate time to pay the bills without any penalty.
