Regarding Holiday Package - One call came from Bhopal branch of Magicholidays

One call came from Bhopal branch of Magicholidays (main branch is in Mumbai) in first week of October 2018. A lady told that you have Honda Jazz car so we are calling you with family for a gift voucher. There will be a meeting of half an hour. After that a gift voucher will be given to you.
I agreed for that. Again the lady called me on 11th and 12 October 2018 regarding the meeting and the place where meeting will be organized. On 13th October 2018, a person called me and told to meet with Ravi Srivastava in restaurant of ginger hotel Indore.

I with my wife and daughter went and reached there and met Ravi, Ravi told one person name is Mohd. Amir to attend me. He describe the Goa hotel etc. At that time I told if you provide hotels for my family (5 members) in chennai, port blair, havelock and neil then I will avail this package. Mohd amir and Ravi Srivastava both agreed. One more offer was also given, that is 10000 Rs cash refund on hotel food bills or flight ticket.

Due to these I opted this holiday package and made onetime payment of 58250 Rs on 13th October 2018. After that I was on contact with them for a week. They are confident that they surely will provide hotels. After 2-3 days they sent a quotation for flight, hotels and local transportation etc. I denied all these things except hotels. I told that I want only hotels. They agreed for hotels. After that I booked the flight tickets of ~ 1.25 Lakhs and ferry tickets of 20000 Rs.
The copy of flight tickets were sent to Mohd Amir after discussion on mobile phone. He told that send the tickets, accordingly he will book hotels. He also told that he will confirm regarding the hotels before 20th November 2018.

But till 20th November 2018, he did not do anything, after that I called him continuously but he did not pick up the phone. Since I have already booked my flight tickets, ferry tickets of nearly 1.5 Lakhs and Mohd Amir was not picking my phone, therefore, I have to book hotels of ~ 17000 Rs for my family.

In between I continuously for a month contacted Shri Vishal (Compliant department of Mumbai branch), Megha Srivastava (Bhopal branch) and Puneet Tripathy (Bhopal Branch) and told that please arrange a call with Mohd. Amir and Ravi Srivastava. But nobody arrange a call. (This is in the month of Nov to Dec 2018). Finally I told for cancellation the package and refund the amount, but they denied for that.

Second problem is that the package was sold for my whole family (for 5 members) but in welcome kit this is not mentioned, I wrote a mail regarding this but nobody replied. Till now I did not get any information regarding this.

Third problem is that Ravi and Amir told that a hard copy of welcome kit will be sent to my home address and after reading, you can accept or deny the holiday package. But till now it is not provided. Then how can accept the package.

I have applied for a booking in Goa for my brother’s family (2 adults + 2 children) in first week of Dec 2018. They sent a mail regarding hotel booking, in that mail extra bed charges are also given for second kid but no communication in black & white regarding this was done with me.
In these situation I am requesting magic holidays that both persons (Ravi Srivastava and Mohd Amir) must be punished for fault commitments and my payment must be refunded.

Number of telephonic communications were made to Bhopal branch and Mumbai branch, they were failed to sort out the problem. Therefore, I am writing to consumer forum.
