No refund of money complaint against You Broadband

I requested for a new connection in Baner, Pune and the sales person took the registration charges (@INR 6K) from me assuring a connection in 4-5 days, on 9th May.
When there was no progress for the next days I called him for almost 3-4 times per day, finally a technician was sent to my place on 14th May. He mentioned my building does not have a connectivity.
Since then I have been chasing for a refund and have not yet received it. He sent me a partial payment of 2K last Friday (after multiple follow ups of almost 3 weeks) and I am still waiting for the remaining amount.
The personnel's name is Zafar. Also I have visited their office and written to their customer care forum, but no response
