During my official visit my credit card stolen and swapped without PIN (POS transaction)

Kindly help me, I am a middle class service enployee. I am not in the position to pay this amount.
My credit card stolen during my official visit and the thief transact the money without any PIN / OTP verification.
Transaction details as under:

And Axis bank today bank generate the bill for Rs. 100,189.51 out of which Rs. 91,082.23 are fraud transactions done at Brazil.
I want to understand why the statement generated with all the fraud transactions done on 20.11.2016 at RIO, Brazil, I already send the Card Holder Charge Dispute form against the fraud transactions done through my credit card 4514 5600 xxxx 8752.
The moment my card stolen, myself and my wife continuously calling the axis bank customer care to block my cards but every time your advertisement played and call dropped. In the meantime all this transactions done.
kindly explain why these things happened with all my Axis bank credit cards:
1. Where is the security?
2. why not even a verification calls not done from the bank when all these transactions done with a interval of minute?
3. why so much time required to safegaurd your customers from such transactions?
4. while issuing the card all the customer care representatives chasing the customer continuously without any delay but where your these representative goes when such fraud transaction happens?
Kindly do the needful and resolve the issue ASAP. Its my humble request.
